Historical Note

Photograph of Police Scotland Headquarters

The first police force for the Dumfries and Galloway region was established in 1788 as the Royal Burgh of Dumfries Police. In 1838 the County of Dumfries Police was formed, followed closely by other local law enforcement agencies, which, in 1948, combined to form the Dumfries and Galloway Constabulary.


Dumfries and Galloway Constabulary was the smallest police force in mainland Britain. Nonetheless, it is credited with the design of the Scottish Police badge (1926), and the checkered design featured on Scottish police hats. Dumfries and Galloway was the primary police force responsible for the investigation into the bombing of Pan Am Flight 103.


Dumfries and Galloway Constabulary became District V of Police Scotland on April 1, 2013, and is now the second largest force in the United Kingdom after the Metropolitan Police in London, England.

Scope and Content Note

The Police Scotland Collection contains materials related to the history of the force, many members of which were first responders to and engaged in the investigation of the bombing and crash of Pan Am Flight 103 over Lockerbie, Scotland on December 21, 1988. Collection materials have been arranged into the following series:

Correspondence includes outgoing correspondence to victims' families concerning the investigation.

Memorabilia consists of two plaques and pins commemorating the trial at Kamp van Zeist.

Photographs consists of four items, including two photographs depicting members of Police Scotland and the Dumfries and Galloway Police Pipe Band at the 25th anniversary ceremony at Arlington National Cemetery.

Subject files includes materials such as a written history of Dumfries and Galloway Constabulary, press releases, and Lockerbie Newsletter, a publication produced by the force to update victims' families on trial proceedings.

Acquisition Information

Gift of Michael Dalgleish in 2014 and Police Scotland in 2023. Additional materials were gathered by Archives staff during a 2013 trip to Lockerbie, Scotland.
